How to bid

The Joint Authorities invite work program bids and cash bids for the 2015 Offshore Petroleum Exploration Acreage Release. Areas are clearly identified as either a ‘work program area’ or a ‘cash bid area’.

The Joint Authority awards work program exploration permits to the applicant who proposes an exploration strategy and work program that significantly advances the assessment and understanding of the petroleum potential of the area and who has a satisfactory record of past performance. The applicant must also demonstrate its technical and financial capacity to deliver the proposed work program.

Preparing your application

Before submitting a bid for an exploration permit, applicants should familiarise themselves with the Offshore Petroleum and Greenhouse Gas Storage Act 2006 and the processes and requirements contained in the Offshore Petroleum Exploration Guideline available at http://www.nopta.gov.au/legislation/guidelines.html.

Applicants are also encouraged to research recent work program exploration permit awards in the relevant
sub-basin to ascertain the standard of winning work program bids in the region. Title instruments and work program activities for offshore petroleum titles are available on the National Electronic Approvals Tracking System (NEATS) website at: http://neats.nopta.gov.au/

Application submission

Applications for areas in the 2015 Offshore Petroleum Exploration Acreage Release must be received by NOPTA by 4.00pm local standard time on the relevant dates below. Late applications will not be considered.

Lodgement of work program exploration permit applications

 Applications must be submitted to NOPTA by the deadline and in the manner specified in the relevant gazette notice.

One (1) bound copy and one (1) searchable electronic copy (on CD or USB) of the application for each single work program area, along with the relevant Application Form and application fee, must be received by the National Offshore Petroleum Titles Administrator (NOPTA) on behalf of the Joint Authority before the closing date for each respective work program round.

The application should be sealed and clearly marked as “Application for Area (insert reference), Commercial-in-Confidence”. This envelope or package should be enclosed in a plain covering envelope or package and delivered to either of the addresses below:

Application Fees

The amount of the relevant application fee is prescribed in Regulations under the OPGGS Act. Please refer to NOPTA's website and the Schedule of Fees for the current application fees.

For cash bid exploration permits, a sealed bid auction will be run by the National Offshore Petroleum Titles Administrator (NOPTA). Cash bid permits will be awarded to the applicant that first satisfies the prequalification criteria and then, once invited by the Joint Authority, places the highest cash bid for the area that exceeds the reserve price.

Preparing your application

Applying for a cash bid permit is a two stage process, 1. Cash bid application (prequalification) and 2. Cash bid (with deposit).

Cash bid application (prequalification)

Each applicant who intends to place a bid for a cash bid area must first prequalify with the Joint Authority by providing evidence of their technical and financial competence. One prequalification application can be submitted for all cash bid acreage release areas which the applicant intends to bid on. The applicant may be a joint venture comprised of more than one company. Further information on prequalification is available in the Cash Bidding Guidelines.

Cash bid (auction)

Applicants that satisfy the prequalification criteria will be invited by the Joint Authority to submit a cash bid for an area or areas. The invitation will specify a period during which the applicant may submit the cash bid, with an opening date and a closing date and time, and the manner in which the cash bid must be made.

Application submission

Applications for cash bid areas in the 2015 Offshore Petroleum Exploration Acreage Release must be received by NOPTA by 4.00pm local standard time on the relevant dates below. Late applications will not be considered.

Prequalification: Thursday 15 October 2015

Cash Bid Auction*: Thursday 4 February 2016

Areas: NT15-2, W15-1, W15-9, W15-10, W15-11, W15-12

Cash bid prequalification

Applications must be submitted to NOPTA by the deadline and in the manner specified in the relevant gazette notice.

One (1) electronic copy of the prequalification application for each applicant, along with the relevant Application Form and application fee, must be received by NOPTA on behalf of the Joint Authority at: cash.bidding@nopta.gov.au by 4pm 15 October 2015. A receipt of prequalification application will be issued by NOPTA to the applicant.

All prequalification applications are treated as commercial-in-confidence.

Cash bid exploration permit application (Auction process)

Applicants who have satisfied the prequalification criteria will be advised of their eligibility to submit a cash bid application for the area or areas.

Cash bid applications must be received before 4:00pm (WST time) on Thursday 4 February 2016.

The cash bid must state the cash amount in AUD that the applicant is willing to pay for the cash bid area and be accompanied by evidence of payment of the 10 per cent deposit of the cash bid amount into NOPTA’s nominated account. The cash bid form can be found at http://www.nopta.gov.au/forms/forms.html.
